Today, Malagasy youth bear a historic mandate: to rebuild a country based on sovereignty, social justice, transparency, and the direct participation of the people.
This page brings together the two founding documents of the movement—the Generation Z Charter and the Roadmap—so that every citizen, both in Madagascar and in the diaspora, can understand, support, and join this national rebuilding.

The 4 cornerstones of our commitment

1. Absolute transparency

Every public action must be traceable, justified, and accessible. Transparency is the first step towards justice.

2. To denounce injustices and impunity

Reporting, documenting, and exposing abuses helps protect citizens and break the culture of silence. Every voice that speaks out strengthens the rule of law.

3. Sovereignty and collective responsibility

The people must regain control of their destiny. The transition will begin at the fokontany level, move up to the regions, and then to the nation.

Charte d'engagement Gen Z Madagasikara — 2025

VERSION MALAGASY

Rafi-baovao miorina amin’ny firenena mahaleotena, ny fandraisan’anjaran’ny olom-pirenena mivantana amin’ny fanapahan-kevitra sy ny fitantanana araka izay iriany.

Izahay tanora, olom-pirenena Malagasy manerana ny Nosy, avy amin’ny faritra sy finoana ary fiaviana samihafa, dia miray hina hanorina ho avy mendrika sy mahasoa ny Tanindrazana. Manolo-tena izahay hanangana rafitra vaovao mifototra amin’ny fahaleovantena, fangaraharahàna, ary fandraisana andraikitra amin’ny fiainam-pirenena.

Ny fanavaozana dia tsy fandrodanana, fa famerenana amin’ny laoniny ny andraikitry ny fanjakana: ny hanasoavana ny olom-pirenena.

Ireo mianatra sy mizara fahalalana amin-kitsimpo ho fanompoana ny Tanindrazana no antoky ny ho avy.

2. Fandraisana andraikitra sy fahatongavan-tsaina faobe

Manolo-tena izahay hanamafy ny firaisam-po sy ny maha-Malagasy. Tanjonay:

  • Hanandratra ny harena ara-kolotsaina isam-paritra
  • Hanabe ny mponina amin’ny tantara marina
  • Hampirisaka ny fandraisana anjara amin’ny fiainam-pirenena

3. Fanajana ny zo fototra

Hojerentsika avokoa ny zon’ny olom-pirenena rehetra: mpiasa, mpianatra, mpanao gazety, sendika, diaspora, sns.

4. Fampandraisan’anjara ny tanora

  • Fampiofanana sy fananganana tanora mahay sy marina

Préambule

Nous, jeunes citoyennes et citoyens de Madagascar, issus de toutes les régions et origines, déclarons notre engagement pour un système nouveau fondé sur : la souveraineté nationale, la transparence, la participation du peuple, la dignité collective.

Cette Charte est un contrat social entre la jeunesse, la société civile, les travailleurs, les sages, les acteurs économiques et les forces armées. Elle repose sur le Fihavanana, le Firaisankina et le Teny Ierana.

Nous refusons d’être une génération sans mémoire. Nous choisissons d’être une génération lucide, consciente de ses droits, de ses devoirs et de sa puissance collective.

A Popular Transition to Start afresh on a Sound Footing

1. Immediate stabilization of the country (Phase 1)

Launch Local People's Committees (LPCs) , secure essential services, suspend failing institutions and regain the people's trust.

2. State Cleanup (Phase 2)

Comprehensive audit, fight against corruption, popular control of justice, freezing and recovery of embezzled assets.

3. Estates General & New National Pact (Phase 3)

Consultations in each district, public debates, collective drafting of a political model adapted to Malagasy society.

4. Return to sovereign democracy (Phase 4)

National referendum, adoption of the new system, then free, transparent and decentralized elections.

Is the Charter a political text?

No.
The Charter is not a partisan program , nor an electoral manifesto.
It is a citizens’ pact that brings together universal values: transparency, justice, participation, popular sovereignty, and dignity.
It serves as a moral and collective foundation to guide the rebuilding of the country.

Everyone.
Citizens, young people, elders, workers, diaspora, technicians, journalists, farmers, teachers, civil servants, military personnel…
The Charter is open to all those who share these values ​​and wish to participate in the rebuilding of the country.

Signing the Charter means:

to support the values ​​of transparency, justice and solidarity,
to reject corruption and impunity,
to encourage citizen participation,
to contribute peacefully to the rebuilding of the country.

This is not a legal commitment, but a moral and civic one.

The Charter is a text of values , not a legal text.
It serves as an ethical compass to guide the transition and future reforms, but it does not replace any existing law.

The Roadmap is a citizen-led working document .
It proposes a vision for a Popular and Sovereign Transition, in order to:

stabilize the country,
clean up the state,
organize the Estates General,
rebuild the political system,
return to free and transparent elections.

It is not imposed: it is open to debate, improvement and popular contribution.

Absolutely not.

The document clearly emphasizes:

  • civil participation,
  • citizen control,
  • the limited duration of the transition,
  • the rejection of any dictatorship or providential man.

The proposed transition is civil, popular and sovereign , respecting national stability and with one ultimate goal: to return power to the people , not confiscate it.

Powerline communication ( PLC) is at the heart of the Gen Z citizen model .

These are local assemblies where citizens can:

  • meet,
  • discuss,
  • to vote on local priorities,
  • to control public action,
  • to escalate grievances to the national level
  • to choose delegates for the Estates General.

This is a concrete way to bring power back to the fokontany level .

The Charter = the values, the principles, the moral contract.

The Roadmap = the operational plan to rebuild the State.
